Police are now appealing for a key witness to come forward after three women were allegedly racially abused near a train station.
Several police cars were at Watford Junction on Tuesday evening.
Initial reports received yesterday were that two women had been abused but it has now emerged that it was three.
It happened near the junction of Orphanage Road and Reeds Crescent at 5.35pm.
The man, who was reported to have a knife, was chased away by two men towards the station.
One man was arrested by officers.
No knife was found and no one was hurt.
Detective Constable Jodie Bolton, who is investigating, said: “We believe that there was another woman in the area at the time of the offence who may have seen what happened.
“I’m appealing for that woman to make contact with me as she may have information that is crucial to our investigation.”

• A 26 year old man from London has been arrested on suspicion of a racially aggravated public order offence and common assault. He remains in police custody at this time.
