The Whippendell Road resident sent in this photo of heavy machinery in the park.
Watford Borough Council said it is installing new drainage in Gade Avenue Care Park to prevent flooding and protect the water course.
The work that began last month means that twenty parking bays will be suspended for six weeks. However, the car park will be improved with a better layout to accommodate more spaces.
The council says residents associations and Friends of Cassiobury Park have been consulted about the construction work.
