Derelict homes are to be redeveloped and every new property will be social housing.
Housing association Clarion Housing has submitted revised plans for 43 homes in Windsor Close, Borehamwood.
A previous application for 50 units was knocked back by the planning committee at Hertsmere Borough Council because the proposals included a mixture of private and affordable homes.
The site, off Warenford Way, is now planned to comprise of 11 three-bedroom homes, 26 two-bedroom flats, and six one-bedroom flats, within two and three-storey blocks, but the plans require approval from the planning committee.
The units are all proposed to be for social rented tenure.
A total of 57 parking spaces will be provided.
There are currently 39 empty homes on-site.
Last month, neighbours raised concerns that the derelict site had become a “hotspot for criminal activity” including anti-social behaviour.
