A man has pleaded guilty to misusing his mother’s blue badge while parking on a double yellow line in Bushey.

Mohammed Bashir-Uddin, 45, of Harwoods Road in Watford, pleaded guilty at St Albans Magistrates’ Court on Wednesday (March 16) after being caught using the permit.

The court heard that on June 8 last year, the council's civil enforcement officer noticed a black Toyota parked on double yellow lines on Koh-I-Noor Avenue.

A blue disabled badge was on display, but after the officer approached Bashir-Uddin admitted it belonged to his mother who was at home.

The pass was seized at the roadside and Bashir-Uddin was later interviewed.

Councillor Jean Heywood, portfolio holder for transport, said: “Blue badges are vital for people with disabilities or non-visible conditions that severely affect their ability to get out and about.

“Anybody using a blue badge, without the badge holder present, is breaking the rules and potentially denying another person who legitimately needs a space the ability to park."

Councillor Abhishek Sachdev added that although it may “seem like a a minor infringement”, these types of cases “end up costing local authorities in the UK millions of pounds every year”.

Bashir-Uddin was ordered to pay a £40 fine, a £34 victim surcharge and £226 prosecution costs to the council.
