A housing association is to submit more detailed plans for a development of up to 68 homes.

Earlier this year, Thrive Homes put forward a proposal for dozens of “sustainable” homes but withdrew its application to Three Rivers District Council last week.

The land in question is behind Mansion House Farm Equestrian Centre in Bedmond Road, with a proposal for 100 per cent affordable housing, which the association believes “justifies” building on the green belt.

Planning documents show up to 68 homes are planned, which would be a mixture of houses and flats.

Thrive Homes says all the homes would be environmentally friendly because they would be zero carbon, with enough parking to satisfy council standards.

Thrive Homes wrote to Abbots Langley Parish Council on May 24 announcing the outline planning application had been withdrawn.

But in a statement, the housing association confirmed its intention to develop the site, if it can secure planning permission.

Explaining the withdrawal, a spokesperson for Thrive Homes said: Thrive Homes’ application was for outline planning permission. Following consultation with the local authority it was decided that more information regarding the mix and type of affordable housing was required to support the development of the site.

“The outline application has therefore been withdrawn, and a full planning application will be submitted in due course that will include a detailed evidence base around the need and requirement for affordable housing in the area, and will set out how the proposed development will meet this overwhelming need for affordable housing in one of the most unaffordable parts of the country.”

The land earmarked by Thrive Homes is next to its recent development at Notley Court of 12 homes for shared ownership.

Three Rivers District Council has already indicated in its local plan process that the grazing land Thrive Homes hopes to build on can be released from the green belt after it was deemed suitable to develop to meet Government housing targets.
