Liberal Democrat Lindsey Scudder has held her Tudor Ward seat in the first result announced in the Watford borough elections.
Mrs Scudder retained her seat with 1,352 votes compared to 1,220 for Conservative candidate Richard Southern.
Mark Xerri for Labour came in third with 685 votes while Clare Pitkin for the Green party received 159 votes.
