A housing association has been given permission to build a block of nine flats in West Watford.
Watford Community Housing Trust is planning to demolish garages in Moor View, off Vicarage Road, to make way for the development.
The trust said the one and two-bed flats in the development will be affordable rented properties and work will start on site in the coming weeks.
The flats are expected to be completed by in Spring 2015.
Gareth Lewis, director of operations at Watford Community Housing Trust, said: "Every home we build helps to ease the desperate shortage of affordable housing in Watford and Three Rivers. We have an ambitious target to provide 500 new homes by 2017 and this is an important step along the way."
