Two teenagers were stabbed in an attack in Bushey.
The targeted stabbing happened on Bushey Grove Road on Tuesday at 6.40pm when the victims, who are 18 and 19, were walking along the road.
The two women were taken to Watford General Hospital.
Their injuries were reported as not being life threatening and they have since discharged.
A man from St Albans was arrested on suspicion of grievous bodily harm.
The knife is still missing and is described as black handled with a four to five-inch silver blade.
Detective Inspector Matt Phillips of the local crime unit at Borehamwood police station said: “This was a serious incident and I am sure the wider community may be concerned about what happened.
“However, I would like to reassure people that at this time we believe this to be a targeted incident.
“I would like to appeal to anyone who was in the area and saw what happened or who saw anyone acting suspiciously to please contact me.
“Officers are out in the area today making inquiries and carrying out searches, however, I would also like to appeal to the local community to please contact police should they come across and knife and hooded top we are looking for.”
Due to the investigations, Hertsmere Borough Council's waste crews have been unable to carry out collections in the area.
The council says it will resume collections once it has been given the go-ahead by the police.
