More than 200 homes could be built on the edge of Watford.
Orion Land and Leisure and The Pears Group are aiming to build more than 200 homes and 100,000 square feet of office space in Ascot Road.
Developers say the project will cost £100million and boost housing in the area.
The new development could be built next to the proposed Cassiobridge Station, which will be built as part of the Metropolitan Line Extension project.
Designs are said to be in "very early concept stages" but a planning application could be submitted later this year.
Richard Olsen, Chairman of Orion Land & Leisure said: "This is an exciting project and we are looking forward to working with The Pears Group on it.
"The sites at both Watford and Harwich will be transformed and form the basis for a long term and strong relationship between our two organisations."
