An office block in Kings Langley looks set to be converted into 91 flats.
Mill Link Developments Ltd wants to convert Pinnacle House in Home Park Industrial Estate, Home Park Mill Link Road, to 91 homes.
The company is utilising government legislation called the permitted development rights which means the planning authority has far fewer grounds to reject the appeal.
One councillor argued the development would make parking problems in the village worse.
Some roads, including Rockcliffe Avenue and Jubilee Walk, are popular for students using West Herts College and this has angered residents.
Three Rivers District Council will make the final decision, despite the site being on the border with Dacorum Borough Council.
Councillor Bob McLean, who represents Kings Langley at Dacorum Borough Council, said: “We would be very worried about the proximity of it to the college.
“We have already got massive parking issues as a consequence of the college.
“Residents in Station Road and Rockcliffe Avenue are already up in arms about the parking situation and this will only exacerbate the problem.
“It is not suitable to have that many homes next to a college.”
Developers had submitted plans to convert the same office block to 40 flats.
Three Rivers District Council hopes to reach a decision by Wednesday, July 6.
