Emotional tributes have been paid to a senior councillor who has died after a long illness.
Leslie Proctor represented Gade Valley for one year and served on several committees for Three Rivers District Council.
The 80-year-old died this week after a long-term illness
Conservative Group Leader in Three Rivers Ralph Sangster said: “Although Leslie was only elected in 2015 he had endeared himself to a number of the staff at TRDC and to many of the other councillors from all parties.
"I know that I speak for everyone at Three Rivers District Council when I say he will be missed by all."
Linda Topping, chairman of Watford Conservative Association, added: “Leslie was a delightful gent and a great person to work with.
"He was absolutely thrilled to have been elected and was always grateful for the opportunity to serve the people of Gade Valley.”
Watford's Conservative MP Richard Harrington added: “I was extremely sad to learn that Leslie had passed away, having fought for so long we had all hoped that he was through the worst of his illness.
"He was always extremely kind, conscientious and proud in serving his constituents in Gade Valley. I am sure we will all be thinking of his family at this time and hold fond memories of his time with us.”
The council has put up a notice of the vacancy and a by-election is likely to be held in the New Year.
