Two men have been arrested after they were caught climbing through a window at the Three Rivers District Council building.
The attempted burglary in Northway, Rickmansworth, happened at around 11.55pm on Sunday, May 30.
A Herts Police spokeswoman said officers caught them trying to get into the building and immediately challenged them.
They were both arrested on suspicion of burglary.

She added that nothing was taken and both have been released under investigation while enquiries continue.
A spokesperson for Three Rivers District Council told the Observer: "We are aware of this incident and are helping police with their ongoing enquiries.
"I can confirm there was no damage to the window or building."
