Plans for new crossing facilities and changes to a junction have been dropped due to a lack of public support.
A proposal was made last year for changes at the junction of Hempstead Road and Stratford Way in Watford.
Hertfordshire County Council said new crossing facilities and the extension of a shared-use path would create a safer link for pedestrians and cyclists.
But after a public consultation last year, the council has decided not to go ahead with the plan due to a “lack of support”.
Just over half of 134 respondents disagreed with the proposal with concerns they would create even more traffic jams in the area.
The project would have been funded by £9 million the council is receiving from the Department for Transport for walking and cycling projects in the county.
Earlier plans for a low traffic neighbourhood on the Cassiobury estate have also been dropped but work is going ahead on a new cycle lane and footpath in Wiggenhall Road.
