An application to build 100 flats in Watford town centre still appears to be alive – despite plans being submitted nearly three years ago.

In November 2019, a proposal was made to construct flats and ground floor retail space in a new building of up to 13 storeys next door to Primark in High Street.

The development site is currently home to Bills Restaurant, Supercuts, a casino, ‘Breakout Rooms’, offices and car parking spaces.

The plans submitted at the time did not include any affordable housing or parking spaces and drew some criticism from town centre-based councillors, who had concerns about the size of the proposed building and lack of social housing.

The official proposal from applicant APG Portfolio Management Ltd led to 16 objections.

In most cases, local authorities should not exceed 13 weeks to determine larger-scale planning applications, but it has now been 145 weeks since this application was submitted.

The planning portal says a decision for this scheme remains “pending consideration”; however a conclusion could be in sight because a target decision date and expiry date for this application of October 31 2022 has been agreed, according to the portal.

The planning agent has been approached for further information about the delay.
