Waste that has been dumped by the side of a dual carriageway for months will finally be cleared at the “earliest opportunity”.

A number of complaints have been made about the fly-tipping in Stephenson Way heading out of Watford.

Among the items dumped, which are believed to have been there since late summer, are bags of rubbish and a mattress.

Bushey North councillor Alan Matthews says he has been pressing Hertsmere Borough Council to take “urgent action” to remove the fly-tip which he has described as an “eyesore”.

He said: “It had been reported by several concerned members of the public in October but the council said it wasn’t its responsibility and for us to check the land registry.

“So we did and we told them it is in fact the council that owns the land and they have accepted this and said they would clear it.”

Watford Observer:

A council spokesperson said: “It’s not part of the adopted highway but we will be making arrangements for its removal at the earliest opportunity. The size of the fly-tip and the difficulty of access means it is more complex for us to clear.”

They added the piece of land, which is next to a sign warning about fly-tipping, would be blocked off it was not used as an access route for Cadent Gas to a pipe.

Cllr Matthews, who has been tackling fly-tipping across Bushey, including on the A41, said more “quick and effective action” is needed to crackdown on the issue.

The Liberal Democrat member continued: “Any fly-tip that is left just becomes a magnet for anyone else who wants to dump rubbish.

“We need strong warning signs with real penalties, CCTV, and to take action against perpetrators which includes prosecuting them and publicising these prosecutions.

“Fly-tips are a blight on the landscape and a pressure on council funds to clear up.

“People also need to check it is not cowboys picking waste up but that they are registered waste carriers.”

The council says fly-tippers can received unlimited fines and said anyone with information about fly-tipping should visit www.hertsmere.gov.uk/reportit
