The minibus was stopped and the driver, a 31-year-old man from Finchley, was arrested on suspicion of theft of a motor vehicle, police said. He currently remains in custody and enquiries are ongoing.
The bus was used by a charity to be rented out for local groups in need.
A Herts Police spokesperson said: “The minibus was recovered at the scene and taken to a secure location for the owners to be contacted to arrange collection.
