Plans are in the pipeline for around 60 three, four and five-bed homes near the A41.

A newsletter detailing the scheme for land north of Russell Lane in Watford was posted to residents alongside a survey requesting feedback.

North Western Avenue Ltd said the “tear shaped” site is contained by the A41 to the north and mature woodland to the south – which currently has limited agriculture use and no public access.

“The site is suitable for approximately 90 units, however rather than building flats, our proposal is to build approximately 60 much-needed family homes,” the leaflet states.

The plan is for “approximately 60 homes, including onsite affordable homes”, which will all have their own private garden and at least one parking space. None would exceed three storeys.

It also involves “improvements” to Russell Lane for cyclists and pedestrians, new landscaping with trees creating a “biodiversity net gain”, and a new children’s playground.

An acoustic fence would also be installed to reduce noise for existing residents.

A website providing more detail revealed access to the new site would be from Hempstead Road. Discussions with Hertfordshire County Council ruled out any access to the A41 or the A411 Hempstead Road on safety grounds.

It said a “detailed assessment of existing highway conditions” has been done, which shows “existing traffic flows on Hempstead Road are very light, with around 150 daily movements occurring”.

The average speed was found to be 20mph, with the road having an “unblemished safety record”.

The development would reportedly generate 30 vehicle movements in peak hours, which was deemed “low level” and would “not have a material impact”.

For the wider network, the applicant is proposing an improvement at the Courtlands Drive-A411 junction with ‘keep clear’ markings across Hempstead Road.
