Land South of Harthall Lane in Kings Langley is the subject of a change of use application for two gypsy/traveller pitches.
According to application documents, access to the site would be via "relatively straight section of Harthall Lane, to provide adequate visibility for vehicles leaving the site".
Two small amenity buildings would also be constructed as part of the works.
A design and access statement reads: "The proposed development falls squarely within one of the exceptions to the application of green belt, whereby the application site can now be regarded as grey belt where the development of a traveller site is not to be regarded as inappropriate.
"The applicant does not have to prove that very special circumstances exist to justify the grant of planning permission."
The council has set a target determination date of August 27.

The proposal is the latest in a string of applications for caravan sites on green belt land in Three Rivers.
This is because the district has been shown to have a lack of five-year-supply of deliverable sites, meaning green belt sites are more likely to be considered for approval under changes to the National Planning Policy Framework (NPPF).
Land north of Toms Lane between Bedmond and Kings Langley was recently approved for four gypsy pitches.
Another similar plan is set to be decided later this week (July 16) when the council's planning committee meets to vote on a proposal to double the size of an existing site to accommodate ten caravans behind Toms Lane.
Plans for five gypsy pitches were approved in 2024 despite objections, before a new application for five more went in last year.
Approval has been recommended despite concerns over "intensification of use".
Land South of Old House Lane in Kings Langley has also been approved for a gypsy/traveller pitch accommodating two caravans.
When considering applications previously, the council has frequently cited the lack of existing sites, as well as Article 8 of the European Convention on Human Rights (ECHR) which protects people's right to a private family life and home.
