New housing standards are under consideration to improve shared living spaces and ensure safer homes.
Hertsmere Borough Council has launched a public consultation on proposed Amenity Standards for Houses in Multiple Occupation (HMOs), aiming to gather feedback from residents, landlords, tenants, letting and managing agents, and other stakeholders.
The proposed standards cover a range of requirements including minimum bedroom sizes, kitchen and bathroom facilities, communal areas, storage solutions, waste management, and overall housing amenities.

Cllr Alan Matthews, portfolio holder for housing and housing development, said: "HMOs play an important role in providing accommodation for many people, including young professionals, students and those seeking safe and affordable housing.
"These proposed standards are designed to help ensure that everyone living in shared accommodation has access to safe, well maintained, and good quality homes. We encourage anyone with an interest in HMOs to take part in the consultation and share their views."
Key changes in the draft standards reflect updated legislation and resident and tenant feedback. They include requirements for landlords to comply with new national fire and gas safety regulations, maintain tidy garden areas, and conduct quarterly property inspections.
Additional guidance has also been proposed on room sizes for bedrooms, living areas, and bathrooms. The standards are intended to raise the quality and safety of HMO accommodation, promote occupant wellbeing, and provide clear guidance to landlords and property managers across the private rented sector.
The consultation is open until August 31, and the draft policy is available on the council’s website. The survey can be completed on Engage Zencity.
