Hertsmere Borough Council has this week shot down a proposal that would have seen the number of caravans go from five to eight at the Hillfield Lane South site off Elstree Road in Bushey.
The proposal also sought permission for a "full renewal" which would have allowed it to be run as "a proper managed park".
However, a report published explaining the refusal says: "The benefits of housing delivery do not clearly outweigh the harm of inappropriate green belt development."
It goes on to say that the proposal "fails to demonstrate that acceptable living conditions would be provided for future occupiers regarding odour and dust emissions from the equestrian use adjoining the site".
Hillfield Lane South has been in continuous use as a caravan site since at least 1966 and most recently changed hands in 2024.
The park would have been aimed at people aged over 50, marketed as an “affordable alternative form of housing” and not as Gypsy or traveller accommodation.
Summing up its reasons for refusal, the council said: "Planning permission has been refused for the clear reasons set out in the decision notice. The council acted pro-actively by discussing the proposal with the applicant and conducting a site visit to assess the site. However, the fundamental objections to the proposal could not be overcome."
It cited the most recent version of the National Planning Policy Framework as justification.
Two comments were received from the public, both expressing a neutral viewpoint.

It comes days after Three Rivers District Council's planning committee refused permission to expand a Gypsy/traveller site in Kings Langley after concerns were raised over an "intensification of use". This was despite planning officers having recommended approval.
Plans have also recently been submitted for a new caravan site comprised of two pitches on land south of Harthall Lane in Kings Langley.
Recent months have seen an increase in the number of applications in Three Rivers as the district has been shown to have a lack of five-year-supply of deliverable sites, meaning green belt sites are more likely to be considered for approval.
This is not the case in Hertsmere, meaning applications on green belt land are less likely to be greenlit.
