Plans have been approved for six new industrial units to be built at Woodcock Hill industrial estate in Rickmansworth.

Three Rivers District Council’s planning committee agreed on Thursday (September 10) to approve Fable Estate’s proposals to build the units across three new buildings at the estate, off Harefield Road.

The application site is within the green belt, but around half of it is classed as previously developed land.

A speaker on behalf of Fable Estates said the site is “clearly separated from the open countryside beyond” and added: “This scheme delivers six new flexible industrial units at a time when there is a genuine shortage of this kind of space in Three Rivers.

“Local evidence points to demand from small and medium businesses that existing stock simply cannot meet.”

A 2004 economic study of South-West Herts found that there was “strong” demand for industrial space in the area, with a “small” shortage of available space in Three Rivers.

The new units will be built in a U-shape behind existing Units 7, 8 and 9, and can be used for general industrial purposes or for storage and distribution.

Part of the site to be built on is grassland, while another part of it is currently used for storing containers and boats.

Planning officers concluded that the development would not cause “substantial harm to openness” and recommended that councillors approve the application, 

The plans provide for 12 parking spaces, four below the expected minimum, but officers said the shortfall was “modest” and was “not considered to be so significant to result in harm to justify refusal”.

“The shortfall in off street car parking provision would not result in concerns relating to the free flow of traffic on the adjoining highway,” they said.

Officers added that there would be “notable benefits” from the development including “economic benefits from construction, short and long term job creation, and the level of need for the development proposed”.

The plans were opposed by Batchworth Community Council and by Lisa Hudson, ward councillor for Rickmansworth Town, who said she objected to the “specific type and intensity of development within a highly sensitive, restricted setting”.
