SILENCE met Councillor Frank Ward's motion of no confidence against the leader of Hertsmere Borough Council last week.

Speaking at a meeting of the council on Wednesday, September 24, Councillor Ward said that in the past two years the council had witnessed "the rapid deterioration of existing standards of behaviour by certain members, the legacy of which remains unprecedented".

He said the purpose of the motion was to "deliver a clear message to the leading group that it [the Labour group] will not tolerate the behaviour of some members".

His motion, which was seconded by Labour group leader Len Silverstone, follows the publication of a report by the Standards Board for England into four complaints against executive member Morris Bright.

The board dismissed two complaints against Councillor Bright. It upheld the remaining complaints, including an allegation Councillor Bright made an obscene gesture at Councillor Ward, but decided to take no further action.

The motion was defeated, with the Liberal Democrat group abstaining from the vote.
