Developers hoping to replace a sheltered housing complex with a new block of flats have launched a legal challenge in a bid to force the controversial project through.

The Hightown Praetorian & Churches Housing Association (HPCHA) applied in the summer to demolish the Morningside development, on the corner of Uxbridge Road, Rickmansworth, and build in its place 19 one and two bedroom flats.

Three Rivers District Council, however, rejected the scheme at a meeting in September. Members of its development control committee ruled it was too big and overbearing for such a small site – an opinion shared by many local residents opposed to the scheme.

The HPCA has now lodged a formal appeal with the government’s Planning Inspectorate, which is expected to announce a ruling early next year.
