The girl was struck by a silver Peugeot 207 at about 3.45pm on Friday, on the A405, near Bricket Wood. She remains in a critical condition in hospital.
Officers say the car, which was travelling northbound on the A405 towards St Albans, was approximately 48 meters north of the junction with Chequers Lane and was approaching a pedestrian crossing when the accident happened.
PC Ian Breacher said: “I am appealing to anyone who witnessed the incident take place and has not already spoken to police to come forward. The collision happened at a busy time of day and there must have been a number of people in the area at the time.”
