COUNCILLORS threw out controversial plans for 24 luxury flats in Watford on Monday.
Developers wanted to demolish the disused New Victoria pub in Queens Road and replace it with one and two bedroom flats and adjoining car parking spaces.
Planning officers recommended the application, but councillors at a development control meeting sided with residents and voted it down.
Representing Central Watford Green Zone residents, Mr Peter Young argued the officer's report was flawed and painted an inaccurate picture of the site.
He added that a park would make a far greater contribution to the area than the proposed development.
Councillor Ruth Atkin said: "I'm against the density of the development. It's trying to cram too much in."
