An appeal has been lodged with the Government's Planning Inspectorate against Hertsmere Borough Council's ruling that the garage at 1 Armstrong Close, Borehamwood, cannot be used as a habitable room.
The council is worried that if garages are converted to form rooms there will be fewer parking spaces available.
