It is alleged that the Hagden Lane resident caused the death of Mr Waters by driving a Range Rover dangerously on the A2.
According to court documents, Sugarnan indicated a not guilty plea or did not indicate a plea.
After the crash, an inquest heard that the 57-year-old had been returning home from work in the back of a black Seat taxi when it was involved in a crash with a Range Rover.
The cause of death was given as multiple injuries and the coroner stated that he died on impact.
