Herts Fire and Rescue sent eight engines to tackle the blaze on the top floor of a Victorian house in Pinner Road, Oxhey, on July 15.
A witness described it as “the biggest fire I’ve ever seen in my life” as a large section of the roof, containing part of a flat which became “engulfed in flames”, was destroyed.
Emergency works, including scaffolding and weatherproofing for the roof, were quickly carried out but the owner is now seeking permission for full rebuilding.
The documents submitted last week said: “The proposed works are essential to restoring the building’s structural integrity, weather resistance, and residential use.
“The reinstatement will be carried out on a like-for-like basis, using materials and detailing that match the original construction as closely as possible.

“We respectfully ask for permission to allow tenants to return to their place of residence as soon as possible.”
The fire broke out at around 11.30am and was extinguished by 2.15pm, with assistant chief fire officer Darren Cook praising crews for their fast and professional response which “prevented a more serious incident”.
Watford Borough Council has set December 9 as the internal target date for a decision. Consultation responses are invited until November 7.
