An outline plan for land behind Notley Court in Bedmond Road, Abbots Langley, was added to the Three Rivers District Council planning portal this month.
According to the developer, the site does not contribute strongly to the purposes of the green belt - therefore qualifying as ‘grey belt’ under the latest planning rules - while the estate would help address unmet housing need in the area.
However, Abbots Langley Parish Council argues it “contravenes basic greenbelt principles because it leads to unrestricted open sprawl”.
Five members of the public have also objected, highlighting loss of privacy, overdevelopment, and additional traffic among their concerns.
One supporting comment was also put forward flagging the importance “well-designed, accessible housing options” amid local demand.
The application follows a previous proposal for 63 homes at the same site in 2021, which was ultimately withdrawn. However, ‘grey belt’ planning rules introduced since could make it easier for the developer to receive approval.

Designs suggest there would be 25 two-bedroom houses, 30 three-bedroom houses, and four four-bedroom houses. Three apartment blocks would then contain 10 to 12 one to two-bedroom flats each.
It appears these would be laid out along a single curved road.
April 9 has been set as the determination deadline.
