Cameras will be brought in to enforce a bus gate almost 90 per cent of vehicles are using illegally.
A council survey looking at the bus-only route between homes in Northwestern Avenue and the Leavesden Green roundabout found only 42 out of 359 vehicles using it on the day it was carried out were buses.
Hertfordshire County Council has now confirmed ANPR capable of catching those flouting the rules will be installed, following formal consultation last year.

During his time as county councillor for North Watford, Asif Khan had consistently called for the scheme to be introduced.
“This has been a frustrating issue for residents and bus users for a long time,” he said.

“I raised this repeatedly over several years because I have seen first-hand how cars misusing the bus lane block buses and create unnecessary congestion.”
Signage will installed this spring, with cameras coming online to issue penalties for unauthorised vehicles later in the year.

The Labour borough councillor added: “Bus lanes are there to keep public transport moving efficiently and safely.
“Proper enforcement will protect bus reliability, reduce frustration for compliant drivers and improve safety — especially for school children who rely on this route.
“I am pleased to see this scheme moving forward and will continue to engage with the county council to ensure residents are kept updated as the measures go live.”
Emergency vehicles and cyclists will be able to use the bus gate.
An “increased number of collisions" suggesting "this area may be a collision hotspot" had been recorded at the roundabout prior to the consultation, according to Hertfordshire County Council.
The council added: “Benefits are expected to be safe passage for buses and emergency vehicles, less disruption to bus journeys, fewer services being late or cancelled, improved traffic management on the road network around this area, and increased compliance from motorists.
It takes two roughly minutes to drive the 0.6 miles necessary to get from the A41 approaching the roundabout to the other side of the bus gate without using it, according to Google Maps.
