Permission to knock down a vacant sheltered housing building in Long Elms, Abbots Langley, for a three-storey apartment block was granted in December 2021, with construction beginning shortly after.
It was meant to be complete by mid-2024, but instead the site has been locked down with 24/7 security for more than a year because the contractor working on it, Elements Europe, entered administration.
Watford Community Housing (WCH) has since been trying to appoint a new contractor and has now found one in Parrott Construction, which will carry out the next stage of the works.
Site surveys and a review of the project design, set to be called Armstrong House, will be required before it can be completed however.
Construction will apparently begin in the spring, depending on the outcome of the surveys, which will also allow for clarity on timescales for completion.
A WCH spokesperson added: “We remain committed to ensuring that the site is secure and well managed.”

Long Elms residents had previously told the Observer “the local community are sick of it now”.
“Walking out of your front door and seeing dust and rubbish, it’s just a mess,” one neighbour said, as repeat break-ins were also highlighted.
“It’s not what you want to see.”
