The Hillfield Lane South site off Elstree Road, Bushey, currently accommodates five individual mobile home units but is described as being in “a state of disrepair”.
Existing caravans are set out with “no real form of cohesion”, according to the applicant who is seeking permission for a “full renewal” which would also increase the number of caravans allowed there to eight.
It would then be run as a “proper managed mobile home park” including four one-person units and four two-person units, with designated parking spaces and a new gravel road access.
Hillfield Lane South has been in continuous use as a caravan site since at least 1966, according to the applicant, and was purchased by a new owner in 2024.

They acknowledge that that a previous tenant had been using the site unlawfully to store vehicles but say this has since been removed.
Plans add that the park would be aimed at those aged 50 or older as an “affordable alternative form of housing” and be managed daily as a service for residents.

Application documents add: “It should be noted that it is not proposed as a form of Gypsy or traveller accommodation.

“The eight units are proposed in order to make the whole regeneration of the site viable.”
May 26 has been set as the determination deadline for the plans.
