The boundary of the land, between Wildacres and Westbury Road in Sandy Lane, Northwood, was reportedly ploughed through in an apparent attempt to create an access over the bank holiday weekend.
Meanwhile, protected trees further into the privately owned site have also been cleared in what councillor Reena Ranger described as “destruction” and a “massive unauthorised clearance”.
The Moor Park and Eastbury councillor added: "We appreciate how worrying and frustrating this ongoing incident is and would like to assure you that we are taking all action possible to help.
"We share residents' concerns and will keep you updated."
Enquiries are apparently underway into who was responsible and the motivation for it, amid fears it is potentially in preparation for redevelopment. No planning applications are currently live or decided on the Three Rivers planning portal, with the site falling just within the authority’s boundaries.
A Three Rivers District Council spokesperson said: “The council is investigating unauthorised works to protected trees and have been liaising closely with the forestry commission.
"Officers are currently considering the appropriate next steps.”

South West Hertfordshire MP Gagan Mohindra said after visiting the site earlier this week he contacted the local council, Herts Police and the police and crime commissioner to "share concerns raised about the future use of this site, and the need to prevent inappropriate developments".
He added: “I was also able to raise this issue in parliament on Thursday, September 3, with the housing secretary, who reassured me that she will update me on this issue. I will continue to liaise with all relevant parties on this matter.”
The site is separate to the land in Sarratt Lane, Loudwater, where similar unauthorised works to remove an earth barrier and install a gate took place the previous week. Plans to use that site for stationing caravans have been entered.
