Cars left "littered" around roads in resident parking spaces are picking up multiple fines AGAIN as they flout enforcement.

A neighbour took pictures in Lower Paddock and Capel Road, Oxhey Village, to report them to Watford Borough Council.

Some of the cars had been there for over three weeks, but when he returned on October 31 to take more pictures they were gone.

The council confirmed the cars were investigated and found not to have been abandoned, but said they were breaking parking restrictions and enforcement action was taken.

A council spokesperson said: “No vehicles were removed as part of the enforcement action, but it is not uncommon for motorists to move a vehicle once in receipt of a penalty charge notice.”

The next day (November 1) the man saw two of the cars, which had been removed with five penalty charge notices, had returned and appeared to have already picked up new notices.

The council said it did not know who removed the vehicles but added if they were moved it was likely the owner, who has now begun to re-park them.

It confirmed that it will continue to issue charges while pursuing previous notices through the DVLA to find out who the cars belong to and issue a formal statutory notice.
